An author - a passive young man - enters the Soviet-controlled bureaucracy of Georgia attempting to get his novel published only to be neglected and compartmentalized at every turn.

I, The Investigator
A seriously injured young man was found on a Georgian military road. Investigator Georgy Mikeladze finds out that the victim - the navigator of the Tallinn Shipping Company - was rolling in his new Volga on vacation days. The investigator goes to the criminal and, having connected employees of the Riga criminal investigation department to the case, arrests the robber.

An Unusual Exhibition
The war is over. Once a young sculptor, and now a soldier, he returned home. Married, there were children. In search of work, he was hired to make grave monuments. Time passed... At one time, visiting a cemetery with friends, he saw with different eyes all his work done over the years...

The Passport
A man, who becomes mistaken for his brother who was immigrating to Israel from USSR, finds himself caught up in the middle of a bureaucratic mess when he realizes that if he tells the truth about who he is, he will go to jail and his brother's family will never be allowed to leave the USSR. He therefore assumes his brother's identity to get to Israel hoping his distant uncle living there will help him out. The plan backfires, however, when he realizes that the uncle is a paranoid lunatic thinking the KGB is out to get him. He becomes stranded in Israel with no friends, no money, and no passport, trying to figure out a way to get back home.

Despite his inexperience, financial difficulties, and disappointment, one of the first enthusiasts of Georgian cinema recorded many shots depicting the appearance and existence of old Tbilisi on tape.
