Oluf Raillkattli is one of Norways most beloved humor characters. How's it been? How did the stories come to life? What's the story behind the 100-year phenomenon Oluf? These are some of the questions that's raised when Arthur Arntzen and his longtime partner in crime Tore Skoglund meet up at Folkets Hus in Narvik. The occasion is Arthurs 70th birthday and a look back at 50 years of memorable Oluf moments on stage and TV.

The northern Norwegian village of Rallkattlia is experiencing the problems currently ravaging the coast more severely than ever before. What happens when the fish are gone, agriculture is unprofitable, and the bank has gone bankrupt? We witness the residents' humorous ingenuity in their efforts to save the village. Detectives Jonas and Erik are called to the midnight sun country of northern Norway to investigate a recent homicide, but their plan to arrest the killer goes awry, and Jonas mistakenly shoots Erik. Jonas continues to pursue the killer as he seeks to protect himself; however, his mounting guilt and the omnipresent sun plague him with an insomnia that affects his sanity.
