However, after two police raids disrupted their gambling operations, Sakuragi interrogates a regular customer, Hirata, and uncovers that it was orchestrated by the Koga Family. Sakuragi and Kanamori confront Tatsumi (Takashi Shigematsu) at his office, who had been manipulating Hirata, but Kanamori is shot by a Koga Family member. The long-standing cold war between the Shimazu Clan and the Koga Family erupts into full-blown conflict...!!

As the Heisei era nears its end, the Shimazu Clan's second-generation boss, Yumizo Tokuma (Ryuji Katagiri), suffers a fatal stroke, triggering a power struggle. A succession battle erupts between Wakagashira Tetsuo Sakuragi (Yasukaze Motomiya) and Saiko-komon Kippei Hagiwara (Kazuyoshi Ozawa). Hagiwara's faction aligns with the Kanto-based Ichio Federation to block Sakuragi from becoming the third-generation boss. Targeted for assassination and detained by police, Sakuragi faces escalating conflict. The feud claims lives, including members of Hidetoshi Kaji's (Hitoshi Ozawa) Koga Family.
