The "first penguin" is the courageous first penguin that dives into the sea filled with enemies. Iwasaki Nodoka is a young single mother with no money, no house, and no work. Weapons, food and GPS are given to the families and the locations of the criminals. If the revenge acts are not carried out within 18 hours, the criminals are released.
